took my 08 to the dealer for the emission recall. although it is optional, living in CA and being emission related it's pretty much mandatory. they said they found a power steering line rubbing on something and that it needed to be replaced along with a bracket. first, I dont trust this dealer and second, could they have screwed something up when changin out the cats? they want $650 to change a power steering line and a bracket. they have tried to charge me for parts they broke before when fixing my fuel leak problem. does that sound like a legit charge?

Condition
Some customers may comment on a shudder/vibration while rotating the steering wheel at idle. This vibration can be very minor to where it is only felt in the steering wheel or major enough to notice a slight shake in the interior components. Rougher road surfaces can increase the intensity as it increases the drag against the wheels as they attempt to turn. Slightly raising the engine idle should eliminate the vibration.
Cause
At idle, turning the wheels causes the steering pressures to raise high enough to cause a load on the engine. The load is great enough to cause the idle to become rough and it can be felt in the vehicle.
Correction
Replace the power steering inlet (pressure) hose with a revised hose. Refer to the pictures below for new hose routing.

just got the car back from the dealer. I guess part of the recall is recalibrating the Ecm. as I drove the car home, the idle is now unstable. when depressing the clutch or coming of the gas pedal, the car rpms will drop to 300 the car almost stalls out. it then raises up to 700-750. it has never done this before! when the rpms drop that low, the power steering drops out for a moment. it's like someone grabs the wheel and won't let you turn it. it's just a split second or so, but very disconcerting. I'm thinking raising the idle a bit so it doesn't drop that far may correct it. before I take it back, I would like to see if anyone else has experienced this.
You have an air leak in the intake system that is causing the idling problem.
You can pop the hood to look for a loose air lines than may not be connected correctly, but since it idled fine before you took it in, and now does not, let the dealer find the leak and fix it on their own dime since the problem came from when they where doing the recall work .
As for the longer Power steering hose with clip, if they are willing to do TSB #06-02-32-012A and bill it back to GM, let them have at it.
the only mod is a cold air intake. I drove the car for about a half hour and the idle is settling in much better. it no longer is seeking like it was. perhaps it's readjusting from the default result. I think I read were the ecm will learn depending on the readings it gets. perhaps that is what is happening. thanks for the replies everyone!
