I recently hit my left front wheel where the toe is way out...When steering wheel is straight the front RIGHT (passenger) wheel is ok. The problem is the toe is so far off that it can not be corrected with tie-rod adjustment and\or lower control arm.
HOW ELSE CAN I ADJUST THE TOE WITHOUT TIE-BAR OR LOWER CONTROL ARM ADUSTMENTS?

something is bent or broken look at the upright (where the hub bolts on)
more than likely it is cracked.
replace the broken parts first

The upper control arm broke but has been replaced. I'm thinking the steering rack is out of center internally ...meaning when the wheel was hit is pulled the tie-rod outward away from the rack..maybe there is an internal alignment in\on the steering rack.
nothing broke on knuckle\lower arm.

The rack itself in a steering rack is usually a single solid piece from LH side to RH side.. so you can't knock one side out of alignment unless you bent something.

Camber effects toe, so if it broke the upper and they didn't put it back with the same shims and/or it knocked the lower arm out of place as well that is going to throw the entire mess off as well.
It would have to be off A TON for the rack not to be able to pull the side in our out to correct it.
I would also agree with the above posts...if it hit something hard enough to break the upper arm I would sure be inspecting every part on the car including the cradle itself. It would not be the first time I have seen a cradle or upright break from a hard impact.
