My uncle wants the NPP exhaust installed on his 2013. He doesn't want to hook up any vacuum lines or anything, he just wants to put it on and keep the flaps open. Is here a way to do this. Just keep the flaps open without installing an vacuum lines or anything?

The vacuum is what keeps the flaps closed. Without it the flaps stay open. Much simpler for your uncle.
It might be nice if he plugs the vacuum port so dirt is kept out, in case he wants to close the flaps in the future.

Tell uncle that he should install either a Corsa extreme or Borla Atak mufflers instead. Hence this will give him the sound he is looking for, with none of the drone that the NPP mufflers will have with the gates open instead.
The Corsa system has more of a V10 sound, while the Borla is lower pitch 70's style musle car tone instead.
Flaps will be open by default.. so just install them and it'll work.
The drone on them is horrible under about 1800 RPM's FYI
He's gonna want to close them when cruising for sure.
I saw you mention in the past that you were going to install the factory npp electronics/vacuum setup on your car...did you ever find out what's needed so that you can use your dashlogic to control them? I have a couple of friends with non-npp cars that would be interested so I'm curious.
It's fairly simple actually. Controller connects to power, one wire to the serial bus, then one wire as an output to the NPP solenoid
NPP solenoid connects to controller and ground. Run vacuum to solenoid and solenoid to NPP flaps and there ya go.
If you want it to 100% behave like a factory corvette than you need a 1 way valve on the vacuum hose. If you want it to open automatically around -2psi then leave it out

Dash logic works perfect. I removed the 1 way valve so I can't keep it 100% quiet all the time (went very rich when I kept the flaps closed while in boost). So now I can make it loud all the time or I can make it be closed until -2psi then open after that.
