Found this on another forum.

The P0700 is an ECM DTC that is basically a pointer to the TCM.
It tells you the TCM has set a code and requested the MIL to be illuminated.

The TCM is setting the P1815 because there seems to be an issue with the IMS or Internal Mode Switch.
This reports the manual gear position to the TCM by using a set of contacts inside the transmission on the shift linkage.
The problem could be a wiring issue or possibly a bad IMS.

The TCM gathers manual valve position information from the IMS then it codes it into a message that is sent over a data bus to the ECM.
The ECM in turn sends a different type of data signal to the IPC (cluster) and the cluster sends a coded signal to the shift indicator on the console.
As if that is not complicated enough the ECM data on the IMS position is also relayed to the DIM (dash integration module) and the RIM (rear integration module).
Those two modules are in charge of making sure the shifter is relesased when your foot is on the brake, and that you can turn the key back when the transmission is in park.
If the RIM and the DIM don't know the transmission is in park then you will not be able to turn the key back, and if the data is lost from the git-go in the TCM the shift indicator will not light up either.

You need to have a professional hook up a scan tool and check the status of all the IMS inputs to the TCM.
The IMS is made up (usually) of 4 mode switches that are either open or shorted to ground.
As the manual lever moves it changes the status of the switches in a predetermined combination, basically they are "on" or "off" and the combination of the four on/off signals tells the computer what range the manual lever is in.
If one of them doesn't read right the computer will know when it compares manual position to the table of valid combinations.
