Default Lowering 07 zo6

I am buying CCW SP500 wheels and will be running 345- 30- 19 rear and 275-30 19 front. How much can Lower the car without tire rub issues. fronts are 10" with 2" lip. Rears are 13" with 3" lip

Depends how shocks, how it is driven, etc.

Fender liners are cheap. Just go until it rubs, then raise it up a bit.

Aside from what was already mentioned the wheel offset (determines distance from hub to outside of rim), brakes (some rotor hats are thicker or thinner than oem), wheel spacers, whether or not youre running certain aftermarket brake ducts (some push the hub outward a bit due to their mount point being shared with the bearing/hub assembly), the wheel bearings (some aftermarket could be slightly different in terms of faceplate location - I haven't found this after checking through several brands of bearings for vettes but its always good to be aware that it can happen), and the alignment (particularly the camber angle) can affect how far out the tires will go... making it fit is really just a lot of measuring and trial & error.

I'm thinking about 5/8" . I just dont want to damage and body panels.

That sounds pretty conservative - I doubt it would rub. Id suggest doing the ride height adjustment yourself and carefully testing what works for you.
Then going to an alignment to to have it dialed in.
