New tires???
You say your GS rides rough, are you the second owner? If so, the previous owner may have changed the shocks and you may be riding on something a little more aggressive. The OEM GS shocks are GS specific and actually make the car ride pretty nice. The Z06 sway bars help to keep cornering flat and help to get a little more out of the wider than base model tires. You might try to get some part numbers off of the shocks and look them up.
The tires, if OEM, are Good Year Supercar tires. They are better than the ones on the base model and don't suffer from some of the maladies you might read about. I have found the GS can hit over a G in turns on a good wheel alignment and warmed up GY tires. The caveat is "warmed up". GY tires need to be really warm before they start working well, driving down the freeway isn't going to get them there, at least not very quickly. I do my aggressive driving on a race track so my tires can get pretty warm.
The sidewalls are pretty short on these cars, so RF's or not, there isn't much difference in ride though the non-RF's will ride a little more softly. Personally, I like the quick handling of the RF's though right now I'm running Michelin PSS's, a non-RF tire.
As for noise, all tires are noisy. The non RF's may be a little quieter, but we talking marginally and something you'd need a dB meter to measure. There's an entire section on sound proofing your car but for some, that just adds weight and I don't want to do that. I actually don't find the noise all that bad and for me, it sounds like a sports car. Probably the biggest noise difference you will notice is changing from old rubber to new. New tires are always quieter but give them a year to "season" and it'll be noisy again, RF or not.

I dumped the OE Goodyear's and went with the Bridgestone RE050A run flat as that particular tire was designed specifically for the C6 Z06 as Bridgestone was trying to get the OE business from GM.
They are quieter, have better grip, way better in the rain, don't tramline near as bad as the Goodyear's and last way, way longer.
Mine are now 6 years old with ~38,000 miles on them and are ready for replacement. With that age and mileage, they have lost a lot of their grip and starting to get noisier.
But still quieter than the Goodyear's when they were new.
