You're in the C6 Forum, wrong place if you have a C5.

You can click on the red/white triangle at the bottom of your avatar box and ask a Moderator to move this or you can just repost in the C5 Forum.

Did you try this?

After a power reconnect such as battery replacement, the
window index-up feature will not function until the system
is initialized. Once power is restored, do the following:
1. Close the door.
2. Raise the window by pulling up the switch.
3. Hold the up switch for three seconds after the
window is closed. Release the switch.
4. Hold the up switch again for three seconds and
release.

If the above window reset doesn't work for you your cable is probably broken. I dealt with this in the spring and the cable started to break and would only roll down, it got stuck almost all the way down. Don't pay more than $350 for a window regulator unit, I got mine through RockAuto for around that. GM Delaers will want about $800 or more for one and the one I got from RockAuto looked identical to the stock unit in every way. They are really quite easy to install yourself, easiest window regulator I have ever put in.
