Default Brake light question

Hi everyone, curious about something. I was installing a set of LED brake light bulbs and noticed something that seems odd but might be normal. I installed the 2 driver side light bulbs just fine (I also used the hyperflash resistor in case it matters). With the car running, all works fine...brake lights, turn signals, etc. With the car OFF, no brake lights. Is this normal? I didn't feel good about that so I put the regular bulbs back in and no difference. No brake lights come on with the car off. It cranks and runs just fine no matter which bulb. Just seems odd that the brake light circuit would be disabled without the engine running.

Brake lights will not illuminate when car is off.
