Yes, since as the clutch wears, it going to decrease the free gap.
So the .130" range is the amount for clutch wear, and the amount that the spring on the TB can take up without having problems with the seal on the slave pushed too far forward at spring take up as well. Hence you don't want more than .150" or your going to have problems with the slave at full throw that may start leaking, and you don't want under say .110", since it going to be board line as the clutch wears and the pressure pressure finger move back at the end of clutch life, with the slave spring coil bound up for the clutch and the clutch not fully engaging instead.
