I have a very specific hesitation that hits @ 2400 RPM on the dot. Not 2200, not 2300. At partial throttle its very obvious, feels like a car from the late 80s when the ac compressor kicked on and the drain you felt. Its not AS abrupt WOT but I can still feel it. It is NO WHERE near as abrupt when the car warms up but again, can still feel it.
I've replaced the MAF and 02 sensors. I've smoked tested the intake, and hooked up a fuel pressure gauge. There is 0 fuel pressure drop at partial throttle and drops 3-4 PSI at WOT which seems to be normal range.
Anything else I should be looking at?

If you have a scan tool the first thing to do is a full system scan and check for any DTC’s...you may be having a drop out in your TPS sensor...many things can cause this hesitation so you may get 10 different suggestions here and 1 may be right...you can check the TPS signal voltages with a DVOM but a scope is the best...the DVOM’s refresh rate is just to slow to pick up that momentary drop out...you may have a lean misfire that feels like a hesitation but usually you’ll have a P0300 or flashing MIL !!
