These O2 DTC’s are usually a “2 trip” meaning the PCM will illuminate the MIL or CEL as you call it after 2 key cycles...if they are “history” DTC’s with no MIL illuminated I’d clear them but if “current” they must be addressed !!...I’m not sure what “permanent” means with your VCM scanner...all my scan tools either flag them as history or current...if you are good at electrical (using a DVOM) we can show you how to proceed !!...you have some O2 heater circuit DTC’s and 1 O2 circuit DTC...the P0154 !!

I would look closely at the routing and condition of all 4 oxygen sensor wires before looking to replace anything. Especially if this car has aftermarket exhaust.
At first glance I'd ask the question if they were even plugged in lol

Ya I will look under it tomorrow. I did see that the #6 fuse was blown so I fixed that but that was not it also noticed that bank 2 did not move and was stuck on .448

You first measure the resistance across the 2 heater circuit wires after unplugging the harness key ON...they are both the same color wires...after measuring resistance now look at the voltage between those wires with a DVOM but on the engine harness side...if system voltage is 12 volts you should see 12 volts across those 2 wires to verify circuit integrity !!...if you are seeing approximately .448 Mv that is the bias voltage the PCM puts on that circuit...it is looking at the bias voltage to see if the wire is open or shorted. I don't have the wire colors in front of me but the wires that are not the same color on the O2 harness side are the circuit wires...read the voltage on each with key on and let us know what you see ??...I helped a Forum member a few months ago with a heater circuit issue and not only was the O2?sensor bad but he had a bad heater circuit ground !!...a quick way to make sure the heater circuit is working is on a cold engine with key ON that 450mv should be down to below 200mv after about 2 minutes...if still reading 450mv the heater circuit is not functioning !!
