Default EVAP not ready for inspection

Car doesnt get driven much, i needed to put a battery in it a few months back it runs great no issues. Of course i went to check the IM monitors on the scanner and the EVAP wasnt ready. I had less that 1/4 tank so got it to 3/4 as it needs 1/4-3/4 to run. After multiple cold starts i still cant get it to clear. Does anyone know the exact part of the driving procedure where the EVAP runs and what the parameters are?

Also i have noticed i have a P0713 (Transmission Fluid Temperature Sensor Circuit High Input) and P0300 (intermittent misfire). They are in history and the P0713 is pending but they do not set the MIL. If i have these codes in history or pending would this cause the EVAP monitor to not run? All of my other OBDII IM run fine.

Also anyone deal with a P0713 on a manual car? For me my assumption is a wiring or sensor issue like I said car sits in garage. Also anyone know where that sensor is? The misfire ill probably swap plugs.

Yes !!...if you have current or pending DTC’s the EVAP monitor will not set...get those DTC’s fixed and try again...EVAP is a difficult one but if you have a scan tool takes about 3 minutes by using the service bay test.

Thanks that's what i thought. I know some will run with the DTC pending(6 out of 7 have) so good to know i am beating me head against wall to get it to set with those DTC pending. Also anyone have issues with the P0713? Ill have to dig in but it look like its coming on at startup so bad sensor? And where would it be if anyone knows?

In NC you should be OK to pass with one emissions test pending... that is allowed (or at least was the last time I checked)

Yeah I had anothe car inspected yesterday and asked the guy and he said all needed to be good. looks like a 713 is transmission under -31 degrees so im thinking its open or wiring issue

There are two codes that will give a check engine light. P0712 is for transmission fluid over 299 degrees F. The other is P0713 and is for transmission fluid under -31 degrees F. They will both reset after 40 warm-up cycles without an additional problem. A code reader can turn them off anytime

Typical shop guy that doesn't know what he's talking about, unless maybe this has changed and the department of air quality didn't update their website? I can't find anything regarding changes though.

i had this happen on my BMW as well, if all IM's are not OK it wont pass, Ive tried multiple stations. The vette is like a month out of registration now and I got a warning when i was driving the BMW to try and get the Cat to set.
In order to have one "not ready" you actually have to go to a DMV inspection place. The one by me was in Mooresville but you needed a appt and i could never get through. Without that waiver they wont pass it.
Such a PITA.

Weird, not sure why they'd have different rules than the state.

Regardless.. if you're ever in the Raleigh area I can disable whatever codes you want so they'll never come back. Can also make the readiness checks go to ready at start up with the right tune changes.

In California EVAP is the only monitor exempt provided no DTC's are set.

Low/dead battery tripped a monitor on my 02 1500 had to be cleared and driven 50 miles before it would be ready.
I got failed on an EVAP few yrs ago, rubber hose underneath had a crack in it. These smog laws are fn rediculous. Cant even put a stock 6.0 in it, that will fail, too.
Most common fail for that is a loose or bad seal on the gas cap.

I cleared the OBDII fault(P0300 intermitent misfire) and body fault (P0713 transmission temp sensor high) Ive driven it and all have set except EVAP, and the P0713 is back so i am going to have to fix that. Anyone have a service flow chart for repair. From what i am reading a high voltage means its at -31 degrees so i assume there is a bad wire or sensor when tranny heats up after driving the circuit opens just need to see if its the sensor or cabling. From what i have read here the EVAP wont run with a OBDII or powertrain fault.

Also as far a NC goes yes you can get it to pass with one IM monitor INC but you have to go to a special DMV place and show them you have spent money on a repair shop and failed emissions 2X. I tried this with the BMW last year and i could never get through to make a appt. With my blower and tune i doubt they would pass it just visually at being tampered with. Ill let you guys know what the fix is really cant drive it much since its a month out of registration
  1. "Not Ready" Waivers

    In order to receive an emission inspection the vehicle's OBD monitors must be in a "ready" state. If a vehicle has too many "not ready" monitors, the vehicle will be rejected from receiving an emission inspection and receive a Not-Ready Rejection VIRS. The vehicle must be driven in order to set the OBDII monitors to a "ready" state. Some vehicles become "ready" very easily while some are more difficult to become "ready".
  2. Acceptable limit of "not ready" monitors are:
  3. (2) - for all 1996-2000 model year vehicles
  4. (1) - for all 2001 and newer model year vehicles
  5.  
    1. The vehicle is rejected from receiving an emission inspection because it has too many "not ready" monitors, exceeding the acceptable limit.
    2. The customer attempts to get the vehicle's monitors to set by performing any of the following steps.
      1. Repairs, and/or
      2. Normal Driving (daily driving habits, i.e. trips to store, work, activities, road trips, etc), and must be documented by a reasonable mileage change between the first and last VIRS or
      3. A manufacturer's drive cycle may be conducted in place of driving the vehicle for several days. The drive cycle performed must be presented to DMV personnel.
    3. The vehicle returns for another inspection and again has too many "not ready" monitors, exceeding the acceptable limit. Another Not-Ready Rejection VIRS will be issued. At this point a "not ready" waiver can be issued.
    4. Owner takes the two Not-Ready Rejection VIRS to the local DMV office along with the manufacturers drive cycle, if one was used. If a "Not Ready" Waiver can be issued, DMV personnel will make the proper arrangements with the inspection station where vehicle will be inspected. Under the supervision of DMV the inspection station will proceed with the OBD inspection making special allowance to complete the emission inspection.
    5. The vehicle must pass the visual tamper and safety inspection portion of the emission inspection before a waiver number can be entered into the analyzer
  6. There are different scenarios when a "not ready" waiver can be issued. Please contact your DMV License & Theft Bureau Office for specific information. Below are the general procedures for the "not ready" waiver.

Just wanted to give a update, using the Tech2 emulator off Amazon I was able to run and pass the EVAP in less than a hour. All IM monitors are set so i can inspect. Wow that was brutal i drove around trying to do the cold start EVAP driving cycle you could never get that to pass at least in a reasonable time. Lesson learned make sure after a battery swap and your getting to a month or so from inspection to make sure your IMs are all ready.
