The P0463 is for the left fuel level sender and has nothing to do with your pump not running...you should try to apply 12 volts and ground directly to the pump and see if it runs..and yes a new pump can be bad.

Ok so I went to go test the fuel pump and I was looking through the tank before I took it off and realized the one of the connectors had to wiggled loose. I hooked it back up the correct way this time and the fuel pressure came right up. Thank you for you time and knowledge.
