As I recall the 1 to 4 skip shift depends on throttle position and speed. If you are always aggressive with the throttle, it won't skip shift.
It's easily disabled with a small module that plugs into the transmission underneath the car. Sounds like the previous owner did that. It's one of the first mods I did when I owned a C6. Or was it on the C5 I owned? Seems like I remember plugging in a blown fuse with a resistor on one of the cars -- the resistor would eliminate a CEL if you just pulled the fuse.

CAGS/Skip Shift can be disabled easily, though you should still see the 1->4 indicator lamp under the right circumstances. Once the car is warmed up, accelerate slowly in 1st gear and it should illuminate around 15 MPH.
A solenoid in the gearbox activates a mechanism that blocks the second gear gate. When you attempt to move the gear lever down into second, a little ramp steers guides the lever over to fourth.

Thanks. I’ve only seen the 1-4 light up once, and if memory serves me, I wasn’t even moving. I’ll try what you’ve suggested tomorrow.

CAGS can be disabled via a checkbox in HPtuners. You will never see dash "1->4" light up. If "1->4" lights up, it is most likely a duped solenoid (skipshift eliminator)
