I checked relays and fuses for high beams all good one high beam works perfectly looks amazing but another is ever so slightly on when I start my car and low beams are on but when I switch the column to high beams it shuts out. I thought it was the relay but the diagram shows if the relay was bad then would both shut down the diagram shows its a straight forward path relay fuse and then bulb so what could be the issue bad ground, maybe corrosion?

Start by pulling the connector at the lamp to make sure it's clean & corrosion free. Use some dielectric grease when you reconnect.
Ground issues are more prevalent than power issues so check G101 or 102…you didn’t say which side is out…C119 and 120 is the headlight connector where you should check…do you know how to check for a proper ground ??

thank you so much but i was looking at that exact diagram sheet and thought it weird because the fuse nor the relay is out so power wasn't the problem
To properly check a ground you have to dynamically “load” the circuit…each high beam draws about 5 amps so you want to get yourself an old headlight like I’m using below that draws 5 amps…connect one lead to B+ and probe the ground terminal on the headlight connector…the black wire is to ground so if you probe the ground with the other lead the test light should be bright…if the ground can’t carry that 5 amps back to the battery your high beam will be dim or not work at all…looking at the OE wiring there is another connector other than C119 and C120…C121 and C122….sorry !!
