It's hard to believe that the oil filter can't strain the particles that size from the oil. Maybe those particles are not in suspension, and have been on the pan floor the whole time? Don't know how, don't know why, but just is? Has the pan been removed and inspected?
Lastly, how are you cutting an oil filter apart? It's next to impossible to cut a filter apart without getting metal chips on the pleats, rendering the exam inaccurate.

No the dealership never used a borescope on the cylinders, I had mentioned previously that I had planned on doing that myself at some point.
The pan has not been removed either.
To cut the filter open I use a specific filter cutting tool that makes a very clean cut and works well. Here’s a pic of it

Based on everything in this thread I have read I don't see your engine being bad to the point of needing a rebuild, drive it until it blows so to speak.
