Need help tunning A8

My 2015 z-51 magnetic ride vette will not shift into second if I cut a 1.65 or better 60 ft time. The car is an a&a. That makes 616 tq and 671 hp dyno jet . Even when the tunner sets it to shift at 19 mph instead of 29 it still won't. The car shifts awesome in all other gears and if I cut a 1.7 60 ft. Any ideas or has anyone else experienced this

That's alot of mph off the original number
Typically u take off 2-3 mph and set the rpm down 100-150 lower
Did he do it in all the boxes?

yes he changed it in all boxes . And I would be willing to have someone else look at it
