Bottom line if I don't care or there is no height restriction in my state, can I take the curved gm insert with Corvette on it and drill 4 holes, bend the plate a bit and attach the plate?
Seems like you need to find out what your State's law is.
And swiftly ignore it. Unless you use those toll booth transponder tags where the cameras have to see you plate when you drive through I doubt anyone is gonna notice. If it looks factory fit they'll assume its legal as long as you don't give them some other reason to scrutinize you.
Consider it your act of defiance against the man keeping you down

I'm not even going to bother putting one on. We do have a front plate law here in Montana, but I see Vettes all the time without it. I'll take my chances and wait till I get stopped told I have to have it.

I read your post and felt as if I traveled in time to a 1960's hippie protest demonstration.

You do not live in TX do you ? Our fine is $200.00 for no front plate now.

I didn't say to leave the plate off - you'd get caught pretty easy - I said to ignore the height requirements. I really doubt the troopers are gonna have a tape measure on their belt to fine you for having the plate mounted 2 inches too low.

Unless you go back now and change it, nowhere in your first post did you mention the height requirement. Thus, my response.
Read the OP's post - he's asking about mounting the plate on the curved panel instead of the high bracket - so this entire thread is about the height requirement.
Also notice my post where I said if it looks factory fit they'll assume its legal - obviously I'm referring to using the curved panel, not leaving the entire plate off.
I believe the rule in Missouri is no lower than 8 inches and no higher than 46 inches. I really don't care about the height, it probably is Ok. I just wanted to know if I could drill some holes in the curved bracket and mount it on it. I'm not using that flat bracket and up with a bracket that looked like the factory C6 bracket. I'm sure someone will come with something similar to how they did the c5 clear bubble plate holder.
