I have a order number as of yesterday but was told the dealership is waiting on allocations and I have one person ahead of me. What does all this mean?

Welcome to the forum. I'm not sure what number you were given as far as an order number goes, but that sounds like an internal dealership thing and not an order to the factory for a C7.
If you have an order number form GM you would already be allocated and not waiting on an allocation.
You probably have an order status (most likely 1100) which means the dealer has entered in an order in the system, but it hasn't been accepted by GM yet.

I hope this helps.
a dealer can give you an order # with the 1100 status, but as said above, that means nothing till Chev accepts it...(2000 status)

Well that doesn't sound very good. But I guess that's how things are going right now.
