It's the same reason why you have to press and hold the button down on the dash to get the top to open. They want you paying attention and if you even for a split second take your finger off the button, it stops.

But woudn't it be nice if you left the top down and were walking away if you could hit a button and it would go up and roll up the windows?
I had a 2010 Mazda Miata with the Power Retractible Hard Top (sold to make way for new C7 Convertible) and a company called Mods4Cars came out with a control module that was Plug-N-Play for the power top. It was pricey, and for the Miata, they were unable to control the windows and top from the key fob, but they were able to do that type of up/down, windows up/down from the key fob for most other cars.
They don't yet make a module for the Corvette, and I don't know if they will, but one of the nicest features was that it overrode some of the "nanny" controls built in by Mazda. It allowed for up/down of the top at speeds up to 40mph (programable), allowed one touch up or down by doing a single press of the appropriate button in the car, and could be instantly stopped at any point by pushing the opposite button to the last one pressed. It would also stop the top operation upon obstruction. The Miata had a manual latch, and later upgrades would allow for automatic top down whenever the latch was opened on the roof. Made for some nice little features.
Since the C7 Convertible has a top that can be operated at up to 30 mph, wouldn't it at least be nice to be able to one touch the up or down button inside while moving to put the top up or down at light change or in case of weather? I'd rather have both hands free to shift and steer, than have one holding the top operation button down.
The up/down from remote keyfob would be a gravy feature I think I'd hardly use except to start the process of opening up the car when leaving somewhere to get into the car when it was hot. It might happen more frequently than I think, but probably not often, and in any case, I can't see standing next to my car and holding the keyfob button to show everyone I have a remote control top!
Might be cool to watch the top operate though... Anyway, I just want to get the C7 Drop Top, I can deal with the rest...

100% normal. It's by design. Personally, I think that if you continue to hold the button down the window should go up but that's not how it's programmed.

I agree. There is little advantage to putting the top down when you are in your office as there are no emergency situations that require this activity. However, putting the top up, rain etc, while in the office or eating in a rest. certainly seems advantageous. Its a bassackwards configuration for sure. No doubt a liability concern, pinched fingers (or loss of fingers) etc.
