Very rarely, and when it happens it is usually due to a strike but in a few instances a supplier/parts problem, order in the bank roll over to the next model year. The advantage to the buyer: pricing and whatever enhancements mark the difference between one model year and the next.

If you are at 3000 I do not believe you have to reorder.

If you are at 1100 it does not make a difference as there is a difference between an order submitted (1100) and placed (2000): a dealer can submit an order knowing it can not be fulfilled but once at 2000 the order is placed (allocation matched to order).

It is rare but has happened and could happen in the instance proposed.

Allocations are assigned based on how many cars GM plans to build for the current year. It's unlikely any allocations will be assigned for 2014 if they cannot be built by that last week of production. There will be a pool of 2015 orders ready to go when the model year changes..

True that, Modshack. But in a world where perfection is rarely achieved, things happen. If GM accepts an order (2000) it will be because it fully intends on building that order in that time frame and it is most likely it will be so built.

Most likely, indeed very likely. But as we know, in the car ordering process, it is the exceptions that seem to prove the rule. If Chevy is inordinately on point, every accepted order for a 2014 model year C7 will be assembled before August 11, 2013. Every one, without exception. No doubt about it. No doubt at all.

If you are talking about orders that are at 2000 status (accepted by GM), GM will schedule order acceptance and production so that the week of August 4-10 will be at less than 100% of capacity, so the likelihood of unbuilt order status 3000 or higher 2014 C7's is slim to none.
Now, if you are talking orders at status 1100 (entered - not yet accepted), those are just cancelled as of June 30, 2014 (which I think is the last day GM accepts (status 2000) C7 orders for the 2014 model year) and the dealer must reorder a 2015 C7 based upon 2015 allocations and pricing.
