I don't think it's bad at all and I drive it with the Top off and the Windows down. I've only done about 85 MPH with the Top off so far.
Buffeting isn't a real issue, at least to me, but I've only owned Convertibles in the past. This is my first Targa Top.
it has a lot to do with the wind conditions your in. but assuming relative calm, with the windows up I have been quite comfortable at speeds over 100 mph. windows down and its more like 65 or 70 becomes too much. I sit tall in the seat at 6' 4".
I do notice the extra noise and a slight buffeting. Much better than my C5. I don't think I would go long distance with the top in the truck cause I have the clear, it's the best of both worlds. Seeing out the roof and only engine melody in the cockpit. Cool

It is not any different than in the C6 Coupe or any convertible - above 60 mph, it is pretty damn loud (maybe just my opinion) and above 80 mph it gets old in about 5 minutes.
My very thoughts. In any car with the top off, it's noisy at speed. At HWY speeds you pretty much have to put the windows up to use the phone but it can be done. The best radio station with the top off is NPP .

It's more than tolerable and a great feeling. But I am not sure why you don't just do it. If it too noisy, just put the top back on.
I had the top off during the 4th of a July parade.After the parade I drove it home.Maybe hit speeds of 70 maybe.It was great.I was thinking just the opposite.
The only thing you miss by buying a coupe is cleaning that dam top, I wish they would change that top material to something that doesn't attract everything.
I don't notice any buffeting with the top off at highway speeds. If it's extra windy outside I will put the windows up but if winds are calm I'll have the windows down too. It's awesome! I can even keep a cap or visor on - it doesn't blow off - at highway speeds. ;0)

Top off - Windows down - not bad at all. Radio needs to be up quite a bit to hear but I wouldn't say it was blasting. As for buffeting, didn't notice any.
You can eliminate most all buffeting in a coupe at hiway speeds by cracking the side windows about 3/4". Not sure why this works but it does and it doesn't bring any more wind into the cabin. There is a lot more wind in a convertible no doubt, just got rid of one.
Only buffeting I get is my hair. Lol. Noisier of course but today at 75 we had two empty McD's large plastic pop cups in the holder and one came out at 75 but many miles at 70 and they wiggled a little.

You really can't go wrong. It's not bad at all.
In fact, I wanted a convertible but, compromised with the coupe and the removable roof. Worked out well.
Thanks everyone, I really appreciate your responses. I am not much of a convertible person, but my wife is. We have had a 73 with T-tops and a 99 coupe. Both of these were noisy with a lot of wind inside. The rest have been mid-year coupes. I am hoping our 2015 Z51 coupe with the lighter roof will be a good compromise. Thanks for your help.
Wind noise is very limited on mine. I roll with the top off and the windows down at 70 MPH and I can still hear the radio and everything else going on just fine.
I've noticed that my C7 has a lot less buffeting than my C5 and C6 had with the top off. I'm thinking it may be the vents inside the trunk area may help and also just the aerodynamics design is better.
I don't think it's overly noisy with the top off however, I've come to the realization that I hate driving with the top off. Not because of the noise, but because of the sun glare. When the sun is high in the sky I rather drive with the top on because of glare. I thought I would enjoy the top off experience but I hate it.
