The problem is a bad electrical connection. Flashing the PCM and greasing the connections will never fix it. They have to diagnose the bad wiring and replace the loom. This can be tedious and difficult for mechanics without electrical specialty. Honestly, they will probably never find it without an expert on the car.
Personally, I'd be glad they didn't find it, as they have to tear apart the entire car to really find all the electrical problems. You have a lemon, and it's time they buy your car back. 4th times the charm for the lemon law.
The time between glitches is consistently about three seconds. A wiring issue would probably be random, unless you were on a road with regularly spaced seams when the video was taken.
Does it happen only when the car is moving?

That's not acting like a connector/wiring issue. I'd be looking at the display itself or the module(s) associated with it.
I don't see them doing a buy-back over something that doesn't affect safety or drivability. I think you're going to have to give them some more time to sort it out. You can probably get some freebies for your time, trouble, and good attitude though.
Watched your video, that's exactly what mine is doing. Parked / driving. Same behavior. No fixes yet. They've had the car for a week almost. Please update if the fix worked.
