So many possibilities here. Maybe he was a dick......far more likely he needed to get somewhere quick and for a variety of possible reasons the situation didn't warrant lights/siren. Unless he pulled into the local coffee shop 30 seconds later, I'd give him the benefit of a doubt.
But doesn't that negate the fact that the LEO's tell us it's unsafe to speed, thus we should obey the posted speed limits. If it's safe for a LEO to exceed the posted speed limit without their emergency lights/siren on, then it must also be safe for me to speed.
So what if he's running late for a meeting, or to clock out, or do a potty stop, etc. that doesn't warrant him turning on his lights; then why can't I use the same lame excuse to exceed the posted speed limit.
Is it automatically safer for him to drive his cruiser 15 over the limit than me to drive my Vette 15 over the limit?
