Is a tool supposed to be here? I was putting in fatmat and on the right rear there is a cut out for what looks like a socket wrench but nothing there. Does anyone know what should be here?

No, as multiple members have already said, it is for the tow hook. However, U.S. spec cars do not get one. Europe spec (and possibly others) do get one.

Not only not included on all but the Z06 there are no threads to put one in!
As of December 2014, all C7 domestic and export now come with the threaded receivers for the tow hook. No domestic cars come with the threaded tow eye included (the molded pocket referenced in the OP).
Originally, as posted above, only export C7 and all Z06 had tow hook receivers. It was a running change to add them.
My '15 Z51 was a mid-December build and has the threaded front receiver.
You will find a plethora of tow hook threads on C7 Z06 section... Some nice looking aftermarket ones are now available. The OEM GM are expensive due to their duty rating.
Z51's built after Dec 14 have threads both front and rear for tow hooks. I have them on mine and I purchased a tow hook to fit in the slot in the battery cover. There have been numerous posts and threads on the tow hook issue.
