Absolutely. 1100 just means that the dealer has entered the order into the system. He has not ordered it from GM at this point. Until the dealer actually orders the car, you can make all the changes you want.
You can change until you reach 3000, but the change could put you back to the beginning if it is something that is constrained. Non-constrained item changes would likely have no impact.
