Have a 16 Z06 and lost a key fob. Bought one on the internet and followed instructions in owners manual but no luck getting it to work. Does it have to be programmed only at the dealer?

No, you can do it yourself if you have the correct RKE.
I purchased one on the internet that looks exactly the same as original and the provider told me it was OEM. Are there issues with some of these?
I purchased one on the internet for my Tahoe. It would not program. I took it to the dealer and they could not get it to program either. They never asked where I got it from and replaced it under warranty.
Apparently there are a few RKE's and you have to have the correct replacement for them to work. Mine had a number sticker on it.
Solved the original remote issue. Dealer said intrusion button does not work just leave the hatch up with everything closed and no fob near the car for 12 minutes. By God it works. You may want to add that to your chart. So original fob is working but new one is not.
