Has anyone had a problem with the touch screen fluttering? The problem is intermittent so my dealer says they can't do anything about it until it fails completely (which will probably happen the day the warranty expires).

That is a bunch of crap. Chevrolet is well aware of this problem and that the screen must be replaced to remedy it. I had mine replaced and the problem is gone. It is best to show the service manager a video of the problem, however, because the problem is intermittent, and happens when you are driving, obtaining such a video is difficult and dangerous. I looked on youtube and found a video of the fluttering happening on a Corvette and showed that to the service manager and told her that this is exactly what was happening in my car. The technician played around with the car for a while and determined that he could not fix the problem ( as I knew would be the case from reading posts on the forum) and they ordered a new screen.
I had a similar intermittent infotainment issue and did exactly what Glen e suggests, showed the video to the dealer and they replaced the screen.
Same here: after the dealer tried "reprogramming" the DIC to no avail, showed my video to the service advisor, who then ordered and installed a replacement screen. So far, so good..
