Default Missing or stutter in engine

2015 coupe LT1
When at speed of 35 to 45 I feel a stutter in the engine. At low speeds it is very pronounced. At speed of 60 to 70 it turns into a rhythmic vibration you can feel at a regular interval a few seconds apart. No fault codes show but running a OBD the number one oxygen sensor is all over the place while the number two is fairly stable.
If anyone else has an OBD I would like to know if that is normal.
It was back to the dealer but he they said this is normal. It wasn't normal for the first 4000 miles. Tailpipes also carbon up badly.
Any help would be appreciated.

Sounds like you have a transmission issue.
