This was escalated through my Dealer's General Sales Manager to GM Canada and they did confirm that this was a build error and will be fixed under warranty.
Their solution is to order and ENTIRE NEW STEERING WHEEL with the red paddles. It appears that their process does not have any provision for just getting the parts and swapping them out.
After looking at other threads and seeing how easy the paddle swap is I'm amazed and somewhat concerned about damage they might do swapping the entire wheel.

na, swapping out the wheel is prob better for no damage. You still have to remove the air bag either way, and the wheel has just one large bolt holding it on. (and prob 2 wire clips)
Is it silly for them to do this, yes, but for the pennies it will cost them it's easier for them....
