My wife's car (Regal GS) is called out in the GM tire cracking bulletin as well. We had to replace all 4 tires under warranty. I did some digging and apparently the car sat outside at the dealership all winter before we bought it. It was a cold winter that year.
I live in sunny California and I had an issue where my front driver's side tire cracked. My guess is I had a defective tire, but I strongly recommend you check your tires at least at each oil change. The tires only had about 10,000 miles on them. Normal driving and the car has never been tracked.
My left front tire has a similar crack along the tread.. I found no other cracks in any of the other tires... I live in Texas and have driven at near freezing temps. but not below.
I took a photo several months ago, and just took this one, and the crack looks to be the same length judging from the seams on the tread.

IMO they owe you a tire! Many have driven at 20F and tires did not crack. In fact lots of "noise" about cracking but folks in Minnesota where is was below 0 had no cracks! There was a picture from a car in Canada that may have been transported when it was -40F (=-40C.) That pic was repeated many times!
There were some others but they were surface cracks . Your's remind me of cracks I had in the mid 1970's in the first All Terrain radial tires I put on my Jeep. After ~6 months there were radial cracks in the sidewall and two tires were replaced. That is a defect IMO and you have enough tread even if prorated for wear worth a trip to a car or Michelin tire dealer.
My guess is the issue has more to do with the duration exposed to cold temps.
For example, a car that sat out all winter without being driven (like my wifes car noted above) resulted in cracks. Whereas some folks that have driven in cold temps multiple times but the car mostly sat in a warm garage did not get cracks. Just a guess...
