Are you lifting up while turning counterclockwise?

Here are the written instructions for that:

Here is the shape of the notch the chrome ring pin fits in.

Lift, twist to right

Is the boot detached fully from the ring? If it is, you should be able to just unscrew the shift **** then. I think.

On the c7 its its attached by bolt and you need to get the ring down to access it.

It needs pulled up on while you turn it, it doesn't look like it has enough space to pull up but it helps. Mine came off pretty easy.

Damn, that's right. Geez, that's pretty snugged up there. Vice grips and gently twist maybe?

I ended up getting it off with a set of channel locks it was super easy to put back on. This process was a much bigger pain in the dick than I was anticipating and getting dust cover over the shifter about drove me insane.

Yep, I had the same issue with mine. I had to wrap it with a towel and use vice grips to twist it. The MGW videos make it look so easy, but I found out that is because it has already been removed before. Once you remove it the first time, it moves very easily as shown in the video.

Glad you figured it out.

Mine was a total bitch the first time, I needed channel locks as well. Now I can do it with 2 fingers pretty easily.
