I'm also at COTA this weekend, and had a chance to talk to the lead tech on the #3 car this afternoon in the paddock after qualifying. Major BOP adjustments were made after the last race at Long Beach in April. The BMWs were granted signficant enhancements. Porsche and Ferrari got a little help as well. C7R and FGT were unchanged.
That explains the BMWs suddenly rising to the top of the heap in qualifying today. Here's a shot of both cars in the paddock today a couple of hours after qualifying.

Nice! What do you do to get that sort of access!

The cool thing is that I did absolutely nothing except purchasing a ticket. The C7 team had their garage open during the grid walk before the Continental series race yesterday, and while 99% of the crowd was ogling cars on the grid, I went to the back side of the paddock to check out what was happening in the garages. I just happened to catch the tech on a short break after crawling out from under #3.
We're staying in our motorcoach on the long back straight, which is where many of the drivers are also living in coaches. It makes for some fun evening conversations.
Of all the tracks I've been to, the new COTA facility is the best I've ever seen.
Yes, when certain cars become "too dominant," IMSA does things like cut boost, add weight, etc., to even out the field (BOP). After the Rolex 24 at Daytona, the FGTs were so dominant, they got a boost cut, and since the C7Rs have won every race. BMW has been bringing up the rear, so they finally got a big boost after the Long Beach race in April.
