Safest way is either a stream of water or air (more effective if you do so from the BACK of the radiator)

Getting to the back is not easy. I have tried compressed air, but I need to get closer to the bugs.

Maybe get some warm soapy water, use a spray bottle to soak them dead critters, and let it sit for short time. Then hit them with a graden hose. That could work.

I would honestly maybe try some hot water to soften them up some, then maybe a soft brush and try to remove the bulk of them off that way.

Or a soft bristle brush, prior to washing. You have to be careful with water or air pressure as will often just force them further into the fins.

First, they are biodegradable. You should be able to purchase some bug remover at an Auto Parts Store and spray it on remains and let it sit for about 15 minutes to soften them and then use a hose to spray the radiator to wash off the residue.
I use a 50/50 mix of water and Simple Green to wash the engines on my cars as it does a great job of removing dirt and light grease. That mixture might also work on the bugs in your radiator.
