Bought a 2017 in November. Car was brand new. Got 25% off sticker. You should get at least that if not more. Also ask if it has a recall for the power steering issue.

I'd check the Carfax & GMVIS, reports on new, no miles C7s that old in stock....
The dealer doesn't sell them, and they've not been titled, they are "new." The rest doesn't matter, at least not in any state I've ever lived in. Not that uncommon as others have noted.
There is a white GS at my local dealer. It's a brand new 2018, 23 miles on the odometer. I went to look at it the other day. It literally had green mold underneath the back spoiler and in places that are insanely hard to clean. Just blew me away.

When I first started looking to get a C7 I was amazed how many low mileage garage queens and left overs sitting on dealers lot were out there. Even as the C7's production run comes to an end it appears you'll still be able to get a "new" one for a few more years as long as your not super picky about options or colors.
