I just purchased a 2016 Z03 3LZ (3 years old) from my local dealer. Only 1700 miles one owner. A local guy purchased and he's a collector, he drove it only on weekends and just traded it in. I know you are looking for something new but there are good cars out there if you can search around.

I'm just surprised it's New, not being sold as Used. Right now, I'm looking for New before C8 comes out.
There are over 20 new 17 models left in my part of Virginia.
Lots of 17 dodge chargers, 17 and 18 ford mustangs and other cars on dealers lots right now..We are in a buyers market for the aging C7..nothing wrong with 17 new as long as it’s been cared for ..
tires should be okay if car was moved frequently and kept out of sun
oil should be changed even only 40 miles
dealer should bend over backwards to discount additional optional warranty
iI bought my C7 used in Dec 2018 with 2 k miles...but my 2nd choice would have been a new 2017 1LT for same price ..the difference was the used car had more factory options and add ons about 7 k more so that made difference.
Not surprised that it is new. I bought a new '09 Z06 with 4 miles on it when I test drove it. It was sitting in the showroom (not the lot, or it would have probably sold earlier) for two years. I drove 20 or so miles on the test drive. Drove it for 70,000 trouble -free miles.
Or, my '05 had 250 miles on it . It was still "new" when I bought it and the warranty started. It literally has a thousand times more miles now. .
OP, If the car is new, then I don't think you're going to find a Carfax report because it was never put into service. I doubt the dealer will give you an extended warranty as was suggested, because, if it is new, it has the new car warranty that won't begin until it is purchased and put into service i.e. "In Service Date" has not occurred yet.
Downside of a 2017 is it will be 2 years old the minute you purchase the car so the depreciation curve is greater than a 2018 or 2019 Corvette.
The dealer will argue that it doesn't matter because it's a new C7 but that's just dealer BS as they try to keep the sale price high.
I saw 2 year old, new C7s when I was looking. Surprisingly, some dealers with these cars won't discount them as much as other dealers discount new, current year cars. I know it doesn't make sense, but maybe that's why they're stuck with a new, 2 year old C7. Good luck with your search.
Searching for a specific C7, I found a 2017, New, of a dealers lot. Claim 47 miles. I've never heard of such a thing. Have you? Opinions?
. The local Chevy dealer in my town has 2 brand new 2017's and 2 brand new 2018's in stock. The 47 miles on the car you are looking at are probably from demo rides. Shouldn't be an issue as the car will have it's full warranty from the miles you purchase it at.
Last August I bought a 2017 C7 Stingray "new" with 47 miles on it. The car had sat at one of the biggest car dealerships in the USA in Kellogg Idaho. (Dave Smith) . They sell a lot of cars and trucks there but not many Corvette's and they had this one for a good year and a half. They actually had it in their showroom. I did pull a CarFax on the spot and there were several line item's including an oil change and a new battery ( actually two I think) and a few others that looked like a regular wash or something. I found out later when I called the service center to inquire about those items that the car had suffered some minor body damage and had been repaired. Fortunately the work that was done was done correctly and I got a very good price on a 2 year old "new" car. I will never buy another car without pulling a CarFax and getting every detail. They are not 100% accurate but it's better than nothing and could save you a lot of money. I am not surprised there are still new 2017's out there. Chevy shoved out 3 model years very close together and there were plenty to go around.
I bought my new 2017 in June of 2018 at a 20% discount off MSRP. It is a new vehicle with full warranty starting the day you drive it off the lot. The 17’s, 18’s and 19’s are essentially the same car except for color choices and maybe some software updates but you should definitely get a bigger discount on a new 17 that has been sitting on the dealers floor plan for two years.

Many times actually, although it was more common in the C6 days when people stopped wanting them towards the end of their run. It wasn't uncommon to do an inventory search and find some small dealer that still had one that was 2-3 model years old, but they probably weren't willing to budge on the price (or it was some odd color combo).
With all the potential customers that have sat in them and test driven them over the years they are basically dealer demos and should be discounted as such. But someone will purchase these new two year old cars (that have been sitting outside in all seasons parked in the equivalent of a mall) take them home and keep them tucked in their garage to keep their new car from getting wet.
A member of our club just bought a new 2017 Collector edition convertible at a small dealer in Northern CA. They dropped the price $30k off MSRP to get it out the door.
The 2017 was a good year, but not a great year, for c7. It was may 2018 before gm sent me a notice " hey we discovered that your fuel tank may crack and leak fumes and wet gas. It is a 13 hour labor job to replace and our actuaries advise it is cheaper to deal with individual lawsuits for blowed up real good garages than to replace every damn gastank. So if you smell fumes or see gas on the floor before thar she blows please call your service department for a repair. We have issued you a new 10 year warranty on the gas tank to pay for this." I lucked out on the just announced recall of 2017s for a defective power steering pump motor. Mine is not on the ps recall list. Also all 17s were painted in the old paint shop. Most 18s and all 19s were painted in the new for the c8 paint shop. Jury is still out on quality, but less people are reporting stress fractures and paint chips on the panel edges than they used to report on alot of older c7s. The 17 c7 radio does not have hd radio, l4s and 18s and 19s do.
Bottom line gm tries to improve the breed with running manufacturing changes, and for sure the changes gm made to the zr1, but not to its poor relations siblings, will probably crown the zr1 the best c7 ever made. BUT lesser 19s are probably the best non-zr1 c7's chevrolet will ever make. Why settle for less now while best-of-breed 19s are still plentiful, and discounted too?

I bought my 13 3LT GS new with 62 miles on the odometer. It was January 2nd 2014. The 14's were plentiful and the dealer was trying to sell his older inventory. MSRP $76,500. Purchase price, $59.999. Perhaps next January or February will find dealers trying to move the last of the C7's.
