I think your main problem here is the excess paint build up on the urethane bumper cover. The cover can take one repaint but a second repaint is going to put too many mills of paint on it and it won't be a flexible as the original paint. So a light bump that the original paint would survive would possibly crack with the same bump. Plus rock chips will be far deeper and more visible the thicker the paint. Another issue is trying to feather and prime two coats of paint will result in a thicker coat of primer which in time will more than likely shrink out and leave a flaw showing in the paint.
So other that adjusting the cover retainers for the proper gap that has already been mentioned, I would be talking to them about a new cover that would be receiving it's first coat of paint.
As far as cycle time in the shop, that's a 5 work day job, possible a couple of more days if your not in a hurry. They can bake the new catalyzed paint on and handle it the next day. It can finish curing in your garage. The longer a car just sits around an auto repair facility, the greater the chances that it suffers some kind of lot damage like the lot kid backing a Tahoe into it. Get it in and out.

Like others have mentioned, to me this looks more to do with the panel alignment and less to do with the paint quality.

My understanding is there's a thin piece of fiber (for lack of a better word) installed in the seams to cushion the panels to reduce rubbing against one another.

I would definitely be sure they get it fitted properly before painting or you'll run into the same issue.
Surely they must have a few C7's on the lot to compare with. Good luck.

Yeah, I'm leaning more towards waiting if they require 4 weeks. If they come down off of that repair time, I might reconsider but turning a blind eye for 6 months is looking more likely than giving up 4 weeks prime driving time.

1. Wait... chip off the flakes with you finger, dab a little touch up paint, and move on.
2. As one poster said, they'll need to really sand/strip the paint. Paint does bad things when it gets too thick.
3. People so say you can adjust the seam "tightness" have never worked on the cars. The front bumper brackets are plastic with tabs that lock into holes on the bumper. The plastic bracket screws to the fender and the "flexibility" of the plastic teeth on the bracket and the bracket design determines the tightness of the joint. There is no adjustment. That said, I have seen some later cars with looser gaps so GM may have redesigned the bracket or you could shim the braket off the fender to make for more space. In the rear the bumper snaps to large red tabs on a bracket taht screws to the quarter. It locates one way and doesn't adjust.
This is not a panel tightness issue... it's a panel prep issue. Someone isn't getting all the mold release off the parts at the factory. C5s and C6s had very tight seams bumper to fenders and bumper to quarters and never had this peeling issue. It's not rub... rub would dull/mar the paint finish, not make it fake off. The fact that it's chipping/flaking is an adhesion issue. Trying to make the gaps looser is just trying to compensate for bad paint.

Paint issue still ongoing with new 2019 Grand Sports
Bought 2019 Grand Sport built in February 2019 and had paint adhesion problems where the front fascia meets the driverside front quarter panel I noticed it on a GS convertible while my GS coupe was getting ready to take delivery also found the same problem on almost all the GS on the dealerships lot. When I got mine delivered same problem so new paid for GS goes into warranty work for over 2 weeks so I didn’t even get to sit in it let alone drive it but the first payment is due next week so the paint issue hasn’t been solved by the factory yet still relying on the dealers to handle it. For reference never had any paint problems with 2014 convertible Z51 or the 2016 Z51 coupe just the 2019 GS

As I’m heading in for round 2, I’m curious if anyone has gotten the repair per the TSB 17-NA-355 with the “Mylar tape” solution, and if it has solved the problem?
