Must be factory. Mine has them and I picked it via Museum Delivery.
It is done at the factory. Both my 2017 and my girlfriend's 2019 have them. It is probably protection against rocks, debris, etc., etc., damaging the finish.
You'll notice that late model Chevrolet Silverado trucks have them as well. It looks odd because it is applied to such a small percentage of the body - but they must have research that showed the clear plastic to be necessary.

The factory puts the piece of protective film on the car. Some owners reports that it will yellow over time. If you want something better to help protect the painted surface, consider getting some Xpel film installed.
