Programming key fob
I have a 2015 C7 and have the original #1 key fob, the dealer had to order me another key fob and it’s programmed for the car but won’t recognize the #2 seat settings. How do I make this new key fob the #2 key fob so it moves the seat to the #2 settings

Your fobs are #1 and #3. If you want to make them #1 and #2 you will need to follow the long procedure in your owner's manual
Page 2-6 in your manual "Programming without a Recognized Transmitter" (link to manual is up in the Sticky Threads)
or in this thread:

Before you start anything, make sure the metal key will open your trunk / hatch. Also lower your windows just in case.
Take your time and follow the instructions. The timing in the instructions is important.
