I noticed a band of rust on my passenger rear rotor. It was about 1/2 inch wide and about in the middle of the swept area. I removed the rust with a mild abrasive pad and pulled the brake pad out to inspect it. The pad material has a chipped out area about 1/2 inch by 3/8 inch, maybe 1/16 deep. There is a much smaller second chip nearby. The rest of the pad surface appears flat. I have 249 miles on the car. The other rotors are nice and smooth.
Why did this result in a band of rust? I would think the surrounding pad surface would have scrubbed the rotor.
Is this a warranty issue or are the pads considered wear and tear?
Should I bother to replace it?

If you're getting rust like then to me the pad isnt making contact with the rotor. When I get rust after washing or the car sitting after a couple of stops its gone. maybe the caliper isnt pushing the pad against the rotor just my thought
How long have you owned it and when was it last driven? I’m guessing it was wet when stored for a while, which caused the rotor to rust and stick to the pad. I doubt warranty would cover it.
I haven't washed it yet. It did sit on the dealer's lot for almost a year. Delivered to me end of October, drove it a day here and there for 249 miles. Been stored in heated garage since.The rust isn't what I'm concerned about. I don't recall ever seeing a pad with a chunk missing. A nearly new one anyways.

Go out and do about 10 HARD stops from 60-5mph... Dont stop and let the pad sit clamped to the rotor, so let off at about 5MPH... Get those suckers HOT and bed em in.
It is clearly a faulty pad, not making full contact. It's not going to take any usual fix. Won't "bed in." Not knowing anything else about the pad and the car, I cannot say what I'd do for certain (not enough info given), but I'd end up with different matched pads on both wheels, left and right, and start over. All the best.
