Noob question:
I have a new 2019 Z51 2LT from early February. I've been taking a good care of it; it's only parked in the garage and is not driven daily.
I've been browsing around to find out if rust collected between the rotors' vanes is common / normal. If not, is there a way to treat it without taking the rotors off?

When I got my 2016 Z51, the first thing I did was change out the brake pads....when doing so I took the rotor's off taped them and painted the hub and the inside with BLACK HIGH HEAT RUSTOLEUM....30,000 miles later they look as good as new...
Yes, the vein rust is normal on the stock z51 iron rotors as that area corrodes and collects brake dust with nothing to knock any of it out of there. The rotors put up minimal resistance to corrosion - when I wash mine I notice the part of the rotor that contacts the brake pads begins to rust within a couple minutes. All good though, just moving the car after the wash pretty much cleans them up again.
Almost every time I wash my ‘17 GS the pads and rotors bind. Stock pads or the current Powerstop even the next morning after pulling the car into the garage wet. happens if I don't touch the brakes or engage the e brake. Some guys have said they drive a few feet to dry the pads off before parking.
Not been a problem for me as is.
Yes, normal. If that bothers you, wait until the cheap rotor hat paint flakes off. Not my car, but I had similar rust, albeit not as bad. I never used wheel cleaners, but some say that it will accelerate the deterioration. I ended up painting them...
