You are absolutely correct when it comes to Florida. The Florida Department of Agriculture's Consumer Affairs division, regulates extended service plans as insurance and as such, Florida dealerships tell a fib to their customers that they have to sell it at a fixed price. If they don't sell the policy at a fixed price, the Consumer Affairs division does not intervene if there are any disputes so the dealerships use this argument to not discount the ESP's. A court challenge I think back in about 2011 overturned the price fixing issue but also clarified what the State was willing to do. I am not a lawyer but that is my read on the situation for Floridians. I have always gone out of state to get ESP's because of this price fixing that is supported by the State.
Generally speaking, if you install an exhaust that doesn't replace or omit emissions equipment it will not effect your warranty on your powertrain.
Keep in mind, if your car has the AFM system (V4 mode) you will also need to purchase the AFM Valve Simulators for $39.99 for the pair to prevent a CEL.

Your location doesn't matter; Dennis' and Todd's does. They're both in states that won't charge sales tax. I found them both easy to work with. Dennis started with all of the coverage boiler plate. Todd send a matrix of mileage/deductible/price to choose from. Both offered a great price for my choice of terms, with Todd slightly lower in cost, so Todd got my business. You're in a warm weather state, so you'll not have any trouble putting the 1,000 miles on your car, putting the GMEPP in place. You won't get much in the way of paperwork, but it'll show up in your GM VIS report within 30-ish days.

I wouldn’t say he’s taking advantage, but he certainly wants to do the dance in order to give a lower price, and then these guys reward him (and waste someone else’s time simultaneously). Taking advantage is the markups most of your friendly neighborhood F&I guys quote.
I got a quote from each. $200 difference on the plan I chose. Apples to apples.
