This guy is a liar. Must have slide sideways and the wheels caught a curb
Most likely scenario is that he hit a curb in a slide at speed, broke the wheels on the one side while the car continued sideways and jumped the curb onto a side walk next to a building which took out the other side's wheels and forward momentum slid him along the wall scraping up the front and rear fenders.
My related background has to do with aircraft accident investigation and much of that subject has to do with metal fatigue and and vibration analysis etc. Observing the wheels on the OPs vehicle did ring some bells in the realm of radial fatigue and I spent a few minutes doing some searches and came up with the PDF data in the attached photo. Not saying this is anything more than an example of where an actual investigation might or might not lead and the degree of sophistication required to reach any final determination. Also, this type of event might occur without any specific impact stress at the time of failure. One thing I know is that government types and manufacturers quite often leap to “operator error.” Why? Because it is often the fastest and easiest determination and almost always absolves the manufacturer and their suppliers. Again, looking at the photos and the OP’s descriptions, I can easily say that I have some guesses as to what might and might not have occurred but I can also say that I do not remotely have the ability at this point to specifically conclude who or what forces are likely at fault here. I certainly could not give testimony in a DOT or military hearing that the OP is or isn’t lying about what transpired or that he is simply mistaken about actual events or even the impact or stress history of the wheels. Until a metallurgical analysis is performed and a good number of real world wheel failures are also examined by experts for related deformations/failures I don’t believe anyone can reach certain conclusions at this point in time with the data before us.
Damage on the car and wheels indicate lateral force impact, be it curb or center divider. Clearly had a wheel disintegrated from lateral force movement (70 MPH) it would have given a clear precursor of an event about to happen while running straight. One wheel may have broke down which set the entire process into motion forcing the car into a skid and or impact with something solid but,,,,,before calling anyone a liar I believe we just take it for face value and let the dust settle. If it is as alleged, we will see verification via police report/insurance report submitted by the claimant. If not he will fade into the "Once upon a time" or "This is no ****" category.

I was driving on the highway about 70MPH & changed lanes. Then all hell broke loose! When I stopped spinning, all the wheels literally broke off of my car!
This is my only problem with this wheel report. Bent wheels OK. Cracked wheels OK. Exploding wheels? No way. Glad you're OK, but evidence does not support your "...all hell broke loose!" especially on HWY 101. My guess: you hit a curb hooning it.
Hitting a concrete barrier (probably twice to get both sides of the car) at 70 MPH and not mentioning it as a possible contributing factor for wheel destruction might be a bit sneaky.
