I have a 17 Z51 2LT and have had the NPP fuse removed for at least 2 years and have forgotten a few things on operation. I plugged the fuse back in (see below for reason) and have a question. I have the system set to “track” in setup and valves are closed at idle where I seem to remember them being opened at idle. Can someone tell me where yours are at idle with the system set to track please?
Yesterday I had two lights come on, Check Engine and Electric Parking Brake Light. It goes into the dealer Monday and I want to make sure everything which is incorrect is reported. While the car seems to be running fine one item which seems totally unrelated also is not working, the front and rear view cameras will not display an image on the screen. They worked just before the lights came on. Asking about NPP operation so I can report that as well if my memory is correct.
Do you have your exhaust setting delinked from your driving mode. I believe if you have your driving mode set to track on restarts it defaults to tour mode. So if your exhaust setting is linked to your driving mode that would be the reason for the closed valves on idle at start up.

The exhaust is not linked to driving mode. In fact the dash is also not linked.
I think the 16+ has a different style of menu, so I can't say for sure what your car should be doing. On my 14, the default is NPP valves open at all times for track mode. That can be easily changed though, so you'd have to verify what your settings are telling the car to do. You should be able to override it and have NPP open all the time, in any drive mode. So you can do that to check if the valve is operating correctly. If it is working correctly, check the drive mode setting to see the car is doing what it should.
I’m pretty sure they are closed normally unless driven hard and then they open. It’s why I pulled the fuse. I wanted them open during starts and light driving around town.
Looking at the 17 OM it seems the valves should behave the same way they do on the 15/16. If you used the center display to access Engine Sound Management and set the Exhaust to Track Mode the valves should be open all the time except when the engine is operating in 4 cylinder mode. If you have an A8 4 cylinder mode can happen at any part throttle setting in any gear as long as the transmission is set to auto mode. If you have an M7 then 4 cylinder mode only happens when the drive mode is set to Eco.
At idle the muffler valves should be open in all Engine Management settings except Stealth.
