2014 Premiere Edition convertible. Just replaced the batteries in both my remotes. I decided to try all of the possible functions when I was done, and one remote works flawlessly while the other only lowers the top about a third of the way before it stops. Pressing "Unlock" again and then the "Lower top" button got it another third of the way, when it quit again. Once more on the "Unlock" button and then the "Lower top" button got it all the way down. Went through the whole cycle again, same results. One remote works fine, the top goes all the way down. The second remote takes three times to do the same thing. What think you, oh great Corvette gurus?
Both brand new batteries, but I'll give that a try. At least I'm getting VERY good at opening the fobs to change batteries.
Brand new doesn't mean it's good. I had the exact same problem a month ago. Replaced batteries in both even though only 3 months old and no more top down issues.
My 2014 will do that too if I do not hold the button firmly enough. Firmly, as in a death grip on the remote. It also sometimes doesn't work unless I push the button just right, like with a bit of sideways pressure along with the death grip. Even changing hands or repositioning the fob in my hand might get it to work. I always chalked it up to poor connection of the contacts on the circuit board inside the fob. It has been that way since new.
Reasons for a Smarttop:
Smarttop has 2 modules that are installed on the car. One hooks up under the waterfall and the other unit plugs into the DTC.
Stock, you have to hold the top down button on the FOB during the entire top lowering process.
Stock, you cannot put the top up nor raise the windows with the FOB.
Stock, you have to depress and hold the dash button down during the entire down/up process.
Smarttop, you hold the unlock button for 3-4 seconds, the car beeps, you release the FOB button and the windows go down and the top goes down.
Smarttop, you press the lock button for 3-4 seconds, the car beeps, you release the FOB button and the top goes up and the windows go up.
Smarttop, you tap the bottom of the TOP button on the dash and the windows go down and the top goes down. You do NOT hold the button during the process.
Smarttop, you tap the top of the TOP button on the dash and the top goes up and the windows go up. You do NOT hold the button during the process.
There might be a time where you have the car parked with the top down and it starts to rain. I can put my top up from a very good distance without having to sprint to the car, get in and press and hold the top button to get the top up. Also, at 77 years of age, my "sprint" is not as sprinty as it used to be.
Smarttop also is a great way to save the FOB battery. Holding down the button to lower the top eats up the FOB battery.
Smarttop is a VERY good device to have on the convertible. Too bad GM didn't engineer this into the car as an optional setting.
One caveat! They do not have Smarttop perfected for the 2019 model as far as I know.

From what I understand about the smarttop is if you want the windows up feature that requires an additional module that has to be plugged in to the OBD port. If you are using a range device either you stop using it or buy a splitter to connect the range AND smarttop module. Imagine THAT hanging down under the dash..........I'll pass.

I do. I have. I use wire ties to keep it all up out of the way.
The 2014 version for the OP is under the waterfall with no wires visible anywhere.

Lisa,
There are two hunks of hardware for the Smarttop. Plug-in for the DTC and a module that plugs in under the waterfall. The water fall module controls the movement of the top and is well hidden but the DTC plug is in competition for the Range plug for the same hole. You get a short wired splitter to plug in two units into the same DTC slot. The splitter has a DTC fitting on each of the two ends and both the Range and Smarttop can be hooked up at the same time into the DTC.
