Tire temp indicator

On my wifes car the TPMS do not transmit unless you drive down the road a bit (tire rotations turns them on?).
Could it be that if I just go out and check the tire temp indicator on the instrument panel but do not drive around in the cold weather that the dash has the last indication from being driven not the really cold temps just sitting still?
