And the C6 had a cover inside the wheel well that opened right behind the bulbs! Apparently Chevrolet thought that was too convenient to continue.
A classic example of beancounters cheaping out to save a few cents. Sadly, GM is legendary for this type of behavior. Imagine my surprise when the fuel sending unit in our W body went bad, i found an access panel in the floor of the trunk right over the fuel pump - no need to drop the tank. I expect this kind of intelligent design from your typical Japanese manufacturer but never from GM. It must be frustrating to be an engineer at the General - all the good, intelligent stuff gets "value" engineered out by accountants who only care about upfront costs.
SO get the wheel and fender liner out of the way and then cut a hole in some plastic liner to get at the bulb? Sorry, that does not appeal to me as a good thing to do. I wonder what that liner is for? Water hitting the light pod? Some aerodynamic seal for the air flow in the engine bay?
Looks like I'll be taking the nose off if another bulb goes bad.

You just have to do a neater job on it. Make some nicer cuts and then cover the hole with some waterproof material/liner. You can future proof the access that way. IMHO...
