The front bumper cover has to come off. It's not that bad. Go to you tube for instructions how to remove the bumper cover. While you have the cover off I would also replace the headlight bulbs while its apart. A power drill with a 7 mm and 10 mm sockets are a must when you change it out. It takes me about 2 hours to R&R the headlight assemblies. Good luck!

Correct me if I'm wrong but I believe the headlight needs to be split open to access the turn signal. I think it's LED as well. If they have no access from the back, you're pretty much screwed.
The headlight is the only bulb. Turn signals are LED.
And if the turn signals fail the only resolution is to replace the complete module which runs close to $1250 plus shipping at the discount GM parts suppliers. Removing and Replacing the front fascia is a minor inconvenience when you look at the cost of the part.
