The top is stage 2 and the bottom is stage 3. There are several companies that make these in various materials and finishes. My general take is that I like the less expensive ones since I inevitably damage them and have to replace them every so often.
They easily could be the same splitter. GM designed the splitter to be converted from Stage 2 to Stage 3. Stage 2 is usable on street and track while Stage 3 is supposed to only be used on the track. The extra width of the Stage 3 End Caps means they get damaged easily when the car is being serviced or parked near anything that is higher than they are.
