Actually, Sunoco is on the Top Tier list and has been for at least several years.
BP is not on the list but claims that all their gas meets the Top Tier standards, and says their middle and premium grades exceed the Top Tier specs.

Have they shown what TT specs are and what they have? I'm OK with that as long as it meets the specs whether it has the label or not.

IIRC, the Top Tier specs involve running a certain type of engine on a dyno for a specific program, then disassembling the engine, removing the deposits from various parts, and weighing them.
I'm sure the specs are available on the 'net if one searches enough.
I don't know if the gasoline maker needs to detail the exact results, or just needs to certify they meet the specs.

You are right. They don't need to show anything. That said I think that if you don't want to pay for TT labeling, you should publish it publicly. OTOH, people aren't interested in seeing specs so why bother?
